 What is COTR Network of Ministers?

Church on the Rock churches and ministers stand firmly within the Evangelical and Charismatic traditions of biblical interpretation and ministry.

We believe the Bible is God’s very Word to us and the final authority in all matters of faith and practice.

We are evangelical in doctrine; salvation is a gift of God’s grace accessed by faith in the finished work of Christ in atoning for our sins.

We are evangelistic in practice, our witness to Christ’s redeeming power is urgent and the response of love for His saving grace.

We believe that the Holy Spirit is fully active in the world today; convicting of sin, pointing people to Christ, empowering believers to live Christ-honoring, overcoming lives.

We believe in the baptism or infilling of the Holy Spirit, subsequent to conversion, that releases the Spirit’s gifts and allow His fruit to be evident in our lives. All the gifts of the Spirit, as stands in Romans 12, I Corinthians 12, and Ephesians 4 are operative and should be active in the church today.

Dr. R.L. Hammonds

Dr. R.L. Hammonds became Senior Pastor of Golden Triangle Church on the Rock in Southeast Texas, in 1988. He and his wife Brenda have two children and nine grandchildren. Since pioneering his first Church in 1980, he has dedicated himself to enhancing and advancing the Kingdom of God through evangelism, discipleship, Church planting, and spiritually motivated humanitarian relief efforts worldwide.

Dr. David Shibley | Board Member

David Shibley is the founder and international representative of Global Advance, a ministry that equips tens of thousands of church and business leaders every year in many of the world’s neediest areas. Called to a preaching ministry as a teenager in 1966, David has ministered throughout America and in 55 nations. He has pastored churches in Arkansas, Oklahoma, and Texas. He is the speaker for the syndicated broadcast, WorldWatch with David Shibley. David is the author of numerous articles and 22 books including the missions classics, A Force in the Earth and The Missions Addiction.

Pastor Sonny Conatser | President

Sonny leads this support network for pastors and ministry leaders. He transitioned as founding pastor of Southwest Harvest Church after thirty years of leadership. He is passionate about ministry and committed to developing Great Commission leaders and churches. Network of Ministers is a global network with initiatives for missions and church planting. There annual conference and round-tables create opportunities for connection, mentoring, refreshing and resourcing.

Pastor Sonny received his education from Dallas Baptist University and Southwestern Theological Seminary. In 2016 he was awarded an honorary Doctorate of Divinity from Church on the Rock Theological Seminary Visakhapatnam, India.

Pastor Sam Walker | Vice President

Pastor Sam has served as in ministry since 1983 and was a founding member and associate pastor of the first church plant of Church on the Rock. Today he divided his time between many global ministries—Lead Pastor of The North Church, Agua Resources, a water well ministry serving Mexico, Christ for India and Ambassador for Global Advance.

Pastor John Miller | Secretary & Treasurer

John Miller is a graduate of San Jose State University and Fuller Theological Seminary. He and his wife LaNell have pastored COTR since 1990. Today the church runs three weekend services and LaNell is an international speaker and leads several international mission trips each year.

Steven Sexton | Board Member

Purposeful. Passionate. Anointed. Fun. This is Steven Sexton. He is the Founder of Be the One Ministries and has authored two books, Here’s the Deal and Be the One. Steven has been in the ministry for 20+ years and because of that he is viewed as an authority in mentorship and leadership.

His delivery of the word produces a desire in others to be all that God has called them to be. He and his wife Katie have four kids and are Pastors at The House in Rogers, Arkansas.

Pastor Travis Jackson | Board Member

Pastor Travis began his ministry at COTR in 2006. He and his wife, Whitney, have a passion for the youth of this generation. Their heart is to see young people: Love God, Serve God, and Deeply Impact their friends, school, families, and culture for Jesus! Pastor Travis graduated from Texas State University with a Bachelor Degree in Public Administration.

Pastor David Hatley | International Board Member

David Hatley served on the Board of Directors until his going home in 2021. David’s wife, Jennifer Hatley, continues to lead the day to day operations of CMIA in East Africa, headquartered in Nairobi, Kenya. David and Jennifer started their missionary career when they moved to Kenya in 1985. After several years they incorporated Christian Ministries in Africa to further support the many projects they were overseeing in East Africa. David headed up the church planting/strengthening and pastoral training arm of CMIA, while in addition served as a regional director for Global Advance, a Texas-based church leadership training organization.
